1.11C eVisitor eligible passport
               A passport is an eVisitor eligible passport if:
                (a) it is a valid passport of a kind specified by the Minister in an instrument in
                    writing for this paragraph to be an eVisitor eligible passport; and
                (b) the conditions (if any) specified in the instrument are satisfied.
