2.06A Definitions
               In this Division:
               a diplomatic, consular or migration office maintained by or on behalf of the
               Commonwealth outside Australia means a diplomatic office, consular office
               (other than a consular office headed by an honorary consul) or migration office
               maintained by or on behalf of the Commonwealth outside Australia.
