3.12 Offences by master of vessel
               The master of a vessel must not:
                (a) refuse or neglect to afford all reasonable facilities to an officer for the
                    performance of the officer’s duties; or
                (b) deliver to an officer, under these Regulations, a list or statement that is
                    incorrect in a material particular.
               Penalty: 10 penalty units.
